Johannesburgo 2002 marcó un hito en las conferencias ambientales que empezaron con Estocolmo 1972. Fue la primera ocasión en que las llamadas ONGs, iniciativas asociativas privadas, tomaron un rol protagónico en las discusiones y acuerdos.

Escribo desde Brasil, donde los ciudadanos de a pie vienen protestando contra el gobierno del partido de los trabajadores. ¿El pueblo se rebela contra los defensores del pueblo? Indiferente a la ideología, acá, en medio oriente, en Norteamérica y Europa, las personas se rebelan contra un orden político y económico por el que se sienten cada vez menos representados. El ideal democrático ya no consuela a los se ven víctimas de gobiernos desconectados de todos los que ellos valoran.

¿Quién rige la vida de las personas y sociedad? Eso está el núcleo de la controversia. Aunque muchas veces abusaban, las monarquías tenían fueros y límites definidos. Hoy, amparado en la democracia, un gobierno puede espiar y mandar matar a sus propios ciudadanos arguyendo razones de seguridad nacional. El pobre que sufre desempleo, falta de atención médica, persecución de cobradores y embargos apoyados por la fuerza legal y policial del gobierno que dice representarlo… no tiene donde ir.

Un aporte de Tomás de Aquino fue insistir en que la vida política de los pueblos no es el mayor bien al que pueden aspirar. Esto es la raíz de la teoría constitucional de gobierno limitado. El origen de la sociedad no es el contrato social. La ecología humana básica es la familia, y las familias se organizan para el espacio y fines comunes que los exceden. El gobierno existe para atender las necesidades de las personas y sus familias, o sea, para servir.

El modelo de gobierno liberal cree que la democracia le otorga sabiduría y poder universal, para crear un nuevo hombre y una nueva sociedad; incluso con una nueva moral. Esta convicción mesiánica le hace intolerante de crítica y le impide la humildad de reconocerse servidor de su pueblo en un ámbito limitado. De allí la legítima protesta ante una clase económica y política totalitaria en la práctica.

Toca pues, a los ciudadanos de a pie, a las personas capaces de pensar, de amar y actuar con libertad, reclamar su espacio. Hay que tomar iniciativa personal, como familia, como vecinos y en esas iniciativas asociadas, ONGs y otras. Esto, para ganarle espacio a los gobiernos y ayudar a construir un espacio más humano.

I am writing from Brazil, where ordinary citizens have been protesting against the workers’ party government. Do the people rebel against the defenders of the people? Indifferent to ideology, here, in the Middle East, in North America and Europe, people rebel against a political and economic order by which they feel less and less represented. The democratic ideal no longer comforts those who are seen as victims of governments that are disconnected from all that they value.

Who governs the lives of people and society? That is the core of the controversy. Although often they abused, the monarchies had defined privileges and limits. Today, shielded by a veneer of democracy, a government can spy on and have its own citizens killed on the grounds of national security. The poor who suffer unemployment, lack of medical attention, persecution of debt collectors and foreclosures supported by the legal and police force of the government that claims to represent them… has nowhere to go.

One contribution of Thomas Aquinas was to insist that the political life of the peoples is not the greatest good to which they can aspire. This is the root of the constitutional theory of limited government. The origin of society is not the social contract. Basic human ecology is the family, and families organize for the spaces and common purposes that exceed them. The government exists to meet the needs of individuals and their families, that is, to serve.

The liberal government model believes that democracy concedes it universal wisdom and power, to create a new man and a new society; even with a new morality. This messianic conviction makes him intolerant of criticism and prevents him from the humility of acknowledging himself as a servant of his people in a limited space. Hence the legitimate protest against a economic and political class which is totalitarian in practice.

So, it hinges upon ordinary citizens, people capable of thinking, loving and acting freely, to claim their space. We have to take personal initiative, as a family, as neighbors and in those associated initiatives, NGOs and others. This, to gain space from governments and help build a more humane space.
